LATIE was established in 1999 by a group of leading international organizations and individuals concerned about the international quality of teaching of the English language. LATIE exists as a partnership between member schools, training institutes and licensed teachers and was founded to bring quality schools together with quality teachers to ensure effective, and safe classrooms worldwide. The initial LATIE mandate was to serve the interests of the founding members primarily and the interests of the profession secondarily.

The LATIE mandate has evolved over the years to serve the international English profession primarily and the interests of its members secondarily. In 2004 the membership and board of governors of LATIE resolved to open the organization to all members of the international English profession. Accordingly, all individuals and organizations that have an interest in the mission of The Licensing Authority for Teaching International English are welcome to participate through membership. Membership is of most interest to:

• teacher training institutes worldwide that wish to have their program and their students' credentials confirmed at an international standard
• present and future teachers of international English who wish to establish their credentials on an international standard
• schools and institutes worldwide that want to confirm the credentials of teachers
• ESL schools worldwide that wish to have their program recognized at a high international standard.
• students of English who wish to confirm their level of achievement on an international scale.
